Purpose of the Position:

The Procurement Analyst, reporting to the Assistant Director of Procurement & Business Services, is a highly responsible, advanced professional position who will oversee and maintain the procurement operations for the University.

Key Responsibilities Include:

• Procures materials, supplies, capital equipment and contract services according to established practices of cost containment and quality.
• Approves all purchase contracts up to the approved limit. Assists departments in writing solicitations (RFP, ITP, RFQualifications, ITN, etc.) and exceptions (Piggybacks, Sole Sources, Exceptions, etc.).
• Facilitates the solicitation process for the requesting department, which may include the following actions: makes final decision on selection of suppliers based on the experience of interviewing sales vendors, delivery dates and prices, visits to vendor facilities and ability to resolve problems of shortages and improper orders.
• Maintains records of purchases and contracts to optimize opportunities for improved sources, distribution of business, prices and terms relative to changing economic conditions.
• Works with the Warehouse Manager for the records of disposal of surplus inventories, scrap material and surplus or obsolete equipment.
• Assists the Director/Assistant Director and all departments in developing and maintaining commodity standards for purchases.
• Provides technical oversight and review to procurement staff and departments.
• Performs any and all duties as assigned.


 

Minimum Requirements:

 

• Bachelor’s Degree in Business Administration, Public Administration, Finance, or Business Law (or closely related field).
• 3 - 5 years of full-time work experience in the procurement field.
• Candidate must have experience in writing solicitations (RFP, ITP, RF Qualifications, ITN, etc.) and exceptions (Piggybacks, Sole Sources, Exceptions, etc.) and developing procurement training materials and presenting those training materials.
• Candidate must have experience in facilitating the solicitation process from beginning to end (award) and developing solicitation training materials and presenting those training materials.
• Must have strong oral and written communication skills.
• Must be proficient in Microsoft Office Suite.
• Must have strong interpersonal skills, customer service orientation, and the ability to influence, collaborate with, and build strong partnerships inside and external to the University.

 

Desired Qualifications:

 

• Current certifications in contracts or procurement, such as but not limited to: Certified Public Procurement Officer and Certified Public Procurement Buyer are desirable.

 

Published Salary (if available):

$65,000 - $75,000
