Purpose of the Position:

The Resource Manager will provide independent guidance and oversight to research faculty, staff & administration by budgeting, forecasting, spending, and monitoring available balances for the $20M NSF EPSCoR Cooperative Agreement (CA) and other 1.3 million CSPAR Cooperative Agreement awards. This position will be responsible for managing the database for research contracts and grants for both Cooperative Agreements.

Duties / Responsibilities
Financial Management Support
~ Management of the $20M cooperative agreement with the NSF EPSCoR project and other CSPAR Cooperative Agreement and Awards.
~Provide support to Program and Proposal Coordinator and serve as backup when not available.
~ Review expenses for compliance and provide monthly update to Principal Investigator and Project Manager.
~ Assist in the technical writing and proposal development and submission for CSPAR staff by; preparing budget according to UAH and agency guidelines, preparing and collecting other documents for proposal submission as needed; reviewing submission package for compliance; and facilitate communication with research staff and Office of Sponsored Programs for submission of proposal. Maintain database for CSPAR submitted proposal and status of submitted proposals.
~ Assist in financial planning for EPSCoR participant support summer programs; including Joint Space Weather Summer Camp, ALPIP, CIPPTA, ALREU. Verify and review contractual agreements and process payments for program participants.
~ Manage NSF EPSCoR subcontracts requesting subcontract amendments, requisitions for encumbering funding and tracking subcontract spending to terms of EPSCoR cooperative agreement. ~ Assist EPSCoR team with verifying financial support for special events and attend events as requested.
~ Prepare contract for professional services for partners in NSF EPSCoR project and process payments for agreements as required by terms of contract.
Administrative Support
~ Prepare Graduate student offer letters and route through approval process and then submit ePAF for payment. Verify GRA tuition payments each semester before accounting feed is processed.
~ Facilitate the management of CSPAR Center financial database files at all times, and provide expertise in processing/forecasting of budget concerns as needed for new positions, PAFs, PARFs and raises.
~ Manage/support maintenance and development of the Center Budget, will include updating all databases associated with financial status of the center, updated monthly.
~ Develop a schedule of notification for financial status of accounts. Prepare all reports and presentations requested by University Administration
~ Manage labor distribution for the processing of payroll bi-weekly for research staff. Process and approve payroll each BW for research staff (full time and hourly) making sure submitted correctly and on time. If necessary make changes as requested to labor distribution.
Center Reporting and Meeting Support
~Prepare all reports and presentations requested by University Administration; ensuring financial program data integrity and reporting accuracy; establishing and maintaining appropriate internal controls; and reengineering financial execution and budgetary processes utilizing internal/external financial operational best practices and procedures.
~ Foster and maintain working relationships with CSPAR associates, staff and other University Center/Academic departments daily; provide broad financial strategic programmatic direction and initiatives through effective resource management and the provision of effective and timely staff support.
~ Represent the center at meetings as needed when Director, Assistant Director, Associate Director or CSPAR Program administrator are not available.

Minimum Requirements:

•Bachelor's degree in Business Administration, Accounting, or a related field of study or an equivalent combination of education and years of experience.
•5-7 years of full-time verifiable work experience in an administrative finance/budget position
•Experience with budget and accounting processes/procedures related to proposal development and management
•Experience with budget development for large multi-scale projects
• Extensive knowledge of Microsoft Word, Excel, and PowerPoint.
• Extensive experience with budgets and finance and advanced knowledge and experience of
spreadsheets.

Desired Qualifications:

•Office management experience in an academic/research environment is preferred.
•Familiar with scientific-technical terminology and Space Science Research is desired.
• Experience in assembling research archival data for research scientists.
•Working knowledge of Banner and Kuali the new proposal development system is desired.

Published Salary (if available):

$58,700 - $61,725
